Community Economic Development Program
C-SAFE
Collaborative Supervision and Focused Enforcement (C-SAFE) is an initiative supported by the Governor’s Office of Crime Control and Prevention and Baltimore City, in partnership with Parole and Probation (P&P), Department of Juvenile Services (DJS), the Housing Authority of Baltimore City, the States Attorney’s Office, the Baltimore Police Department, and the communities of Pen Lucy, Better Waverly and Waverly to address public safety issues and strengthen communities.
Greater Homewood Community Corporation has facilitated the C-SAFE Program in Pen Lucy and Waverly since 2006, with Better Waverly added in 2008. Youth and adults in the service area, under the supervision of the DJS and P&P agents, regularly report to a community site and receive home visits from the agents and the Community Liaison Police Officer assigned to the site. Clients are also linked to additional services to facilitate successful reintegration back into the community, such as job placement and education. Regular meetings are held with the partners and the community to address public safety issues, vacant and/or substandard housing, lighting and traffic issues, and support community events to engage residents in clean-ups, greening projects, senior and youth activities, community celebrations, and additional annual events. Annual events have included an anti-crime walk, the Mayor’s fall and spring clean-ups, and National Night Out.
